Definitions and Roles

Board of Trustees

The policy making governing body appointed by the Governor of the State of Maryland with the consent of the State Senate. Each member serves a term of six years and may be reappointed. The eight members of the board are charged with creating policy, making decisions based on their fiduciary responsibility to the College, selecting and evaluating the President, and empowering the President to handle the daily operation of the institution.

The Board of Trustees meets in regular sessions no less than six times a year, and serves terms of one year commencing on July 1st of each year. All meetings of the Board of Trustees are conducted in accordance with the Open Meetings Policy.

President

The Chief Executive Officer of the College charged by the Board of Trustees to make, promulgate, issue, rescind, and amend reasonable rules, regulations and procedures to carry out Board policy. The President bears all administrative responsibility for all aspects of the operation of the College.

College-wide Forum

The College-wide Forum is the primary internal governance organization that submits recommendations to the President. This group represents the various constituents and departments within the institutions.

The College-wide Forum meets in regular semi-monthly sessions to deliberate on proposals/issues of institution-wide impact. The meetings are open to the members of the College community.

College-wide Forum Council/Committees

The Councils of the College-wide Forum are coordinating/governing bodies over multiple committees. Currently, the Executive Council is the only body with this designation.

The Committees of the College-wide Forum are bodies that are charged by the College-wide Forum to initiate the research and assess the feasibility of issues related to governance within the college.

Standing Committees are perpetual bodies with a continual charge subject to revision by the members of the College-wide Forum. The recognized Standing Committees are as follows:

Ad-hoc Committees are time-specific bodies that are charged to perform a specific task to be completed in less than one academic year. The recognized ad-hoc committees are as follows:

Constituency Groups

The formal conduits for respective members to express ideas, opinions, and concerns outside the college’s formal organizational structure. The chief executive officer of each group communicates constituency-specific issues to the Board of Trustees via the President of the College. Each constituency group has the ability to create sub-committees and communicate with other bodies within the governance system. As with all bodies, the constituency groups make governance recommendations to the College-wide Forum. The four recognized constituency groups of the college are as follows: Administrative Staff Organization, Classified Staff Organization, Faculty Organization, and the Student Governance Board.

President’s Council

The President’s Council is the body of administrative officers who report to the President and are charged with carrying out the duties required to advance the strategic direction of the college. The Vice Presidents and the Executive Assistant to the President make administrative recommendations to the President. However, this body submits governance recommendations and proposals to the College-wide Forum.

College Councils

The College Councils are affinity groups within the college composed of members with similar titles or responsibility. The Deans’ Council and the Chairs’ Council are the two recognized bodies within the governance system of the college.

The members of the councils meet on a regular basis to exchange views on emerging issues, best practices, and professional innovations.
